Maine is holding a statewide referendum on November 4th with two questions - Question 1 will ask voters if they want to eliminate two days of absentee voting, prohibit requests for absentee ballots by phone, impose different ID requirements as well as make other changes to their elections. Currently, Maine has a variety of provisions that support an open system of absentee voting and does not require photo ID for voting.
